We are recognized nationally for our implementation of innovative affordable housing lottery preference programs that deliver hundreds of affordable ownership and rental units, each year. HBMR focuses on creating and implementing housing policies that deliver equitable, safe, stable, and sustainable affordable housing. The Homeownership and Below Market Rate (HBMR) programs work within both divisions to inform policy and deliver affordable housing to the low and moderate income communities it is intended to serve.
